How can we get this case stopped before it goes any further?

my daughter has made a mistake in accusing my husband for ual abuse. I had to put a restraining order on him and i have tried to drop this. No charges have been filed yet. DHS is involved with this case and have not really listened to anything but what my daughter has told her. She now believes that she made a horrible mistake and wants my husband to come home. Would like to know if it is possible for this to be dropped before anymore damage is done. We both feel this has been from her previous step father and we would love very much for my husband to come home. Please help us get this over with before charges are filed by the state.
