What do you do if your landlord is demanding fixes you cannot afford within his time limit?

The landlord in question does not speak directly to his clients. He has two old, feeble office secretaries which are real good at shrugging their shoulders and looking sad for you. He owns many trailer parks. He's in good with the politicians in the area. He owns a housing company. He places the houses on lots in these trailer parks and rents both the home and the land. Some people own their own homes. Moving is not an option (I wont go in details why). Home owners are giving a sheet of instructions which include well over 20 things from re-roofing their home to cleaning the pavement to painting and power-washing and staining. All with a due date of less than a month or eviction is imminent. Coalitions against this landlord have all failed thus far. How do you prevent this man from removing people from his parks that do not buy his houses???
